Procurement

WLASS manages several contracts with suppliers which Councils can choose to participate in. WLASS contracts provide value to Councils by leveraging their joint scale.

WLASS supports the Procurement Managers’ Working Party to identify and implement new opportunities for joint procurement.

Support is also available to assist shareholding Councils to use the All of Government suite of contracts.

Buying group membership

Supplier: n3 Ltd

This contract offers Councils and their staff discounts on purchases from participating suppliers.

Economic profiles

Supplier: Infometrics

This contract offers access to online economic profiles showing each district’s economic structure and performance.

Financial statement solution

Supplier: PwC New Zealand

This contract offers Councils support for financial reporting including access to CaseWare software and ValueFinancials reporting templates.

Fleet management

Supplier: FleetPartners Ltd

This contract offers fleet management services including supply, compliance and safety, and fuel card management.

GPS tracking

Supplier: Smartrak Ltd

This contract offers vehicle GPS tracking solutions including hardware, installation and maintenance, and support services.

Insurance broking

Supplier: Aon New Zealand

This contract offers comprehensive insurance broking services, from risk analysis through to claims management.

Laboratory testing

Supplier: Hill Laboratories

This contract offers water laboratory testing and analysis services, and advice on sampling procedures.

Library book purchases

Supplier: Wheelers

This contract offers the selection, supply, cataloguing and physical processing of library books. This is a syndicated contract entered into by Hamilton City Council.

Occupational health services

Supplier: Waikato Occupational Health Consultancy Ltd (WOHC)

This contract offers occupational health services including health monitoring, ergonomics assessments and health and safety training.

Postal and courier services

Supplier: NZ Post and NZ Couriers

This contract offers domestic and international postal and courier services.

Print, mail-house and e-services

Supplier: Dataprint

This contract offers bulk computer-generated print and mail processing services, allowing Councils to send large print volumes (e.g. rates notices) with efficiency and accuracy.

Professional Services Panel

Supplier: Various

WLASS has entered into master agreements with a range of skilled consultants. The panel was established in July 2019 and is in place for five years. This contract reduces time and cost associated with engaging consultants with pre-negotiated fees and a more efficient engagement process.

We get lots of requests to join the panel but, having gone out to the market widely, the Councils agreed that additions would only be considered if there was a skills gap on the existing panel. A review of the panel will be undertaken two years into the contract.

Recruitment Panel

This contract offers Councils access to a panel of recruitment providers to provide permanent, fixed-term and temporary roles. These are syndicated contracts entered into by Hamilton City Council.

Strategic internal audit services

This contract offers internal audit services and additional value-add services such as joint events and staff training.

Waikato Regional Aerial Photography Syndicate (WRAPS)

Supplier: Aerial Surveys Limited and Landpro Limited

These contracts offer rural and urban aerial photos of the Waikato Region.

Water and wastewater treatment plant chemicals

Supplier: Chemiplas and Ixom

These contracts offer chemicals and technical support required for water treatment activities. They are syndicated contracts entered into by Hamilton City Council.
